The purpose of this study is to draw out issues in the design and operation of public sphere on sustainable development by the local government, taking the case of public sphere on the establishment of an implementation plan for sustainable development in Seodaemun-gu. The public deliberation operation process was analyzed by applying 8 criteria: the composition of participants, the public deliberation process, and the results and effects of public deliberation by applying eight criteria: representativeness, expertise, inclusiveness, democracy, openness, deliberation, and influence and effectiveness on policies. The policy implications of the analysis results are as follows. First, in the composition of participants, it is necessary to think about recruiting enough participants to secure the representativeness of the region related to the representativeness of the participants. Second, it is necessary to supplement the appropriate number of meetings and the number of participants so that sufficient deliberation can take place. Third, It is necessary to consider the implementation and reflection of the results of the public sphere at the planning stage, and strengthen accountability for the results by notifying the participants in advance about the reflection of the results of the public debate.

Positive public personnel administration can give many implications to the practical aspects of active public administration in that it emphasizes responding to normatively presented tasks in an active, preemptive, and flexible manner. In this regard, it is meaningful to explore the characteristics of current active public administration tasks such as agenda discovery, policy target group, method, pursued value, executive system, executive participants, executive unit, executive process, institutional status, and to explore policy implications in the field of public personnel administration do. This study examines the significance of the hydrogen economy and industry, analyzes the current status of application of the regulatory sandbox to the hydrogen economy and industry in Korea, and proposes future directions. By analyzing major domestic preceding studies related to the regulatory sandbox, a research analysis framework was established to analyze the current status of the regulatory sandbox in the hydrogen economy and industry in Korea. The current situation was analyzed focusing on seven criteria: preferential permission/post-regulation, committee establishment, substantive exception, prompt confirmation, provisional permission, post-law reform, and special zone designation. Based on this, liberalization of regulatory form, diversification of responsibility distribution, rational information management, and standardization after demonstration were proposed as the directions of future application of the regulatory sandbox.

This study examined the direct and indirect roles of the government and civic organizations over the transition of public conflict and ideology, considering that the Moon Jae Inn government had the highest use of talents from civic groups. As a result of the study, it was found that the higher the level of conflict, the more necessary the government’s conflict management capabilities have an effect on the path coefficient of 0.47. However, in the case of civic groups, the higher the level of conflict, the more necessary the perception of civic groups’ conflict management capabilities is the path coefficient.Since it shows a relationship of 0.34 (-), it can be seen that the role of civic groups is not expected to be much. The government predicted that the higher the capacity of conflict management, the lower the level of ideation, but it was recognized that if the government increases its conflict management capabilities, the possibility of ideation increases. As the level of conflict increases, the ideological part is the path coefficient. It has a (+) effect on 0.047, so if the conflict intensifies, the possibility of ideologicalization is high. The direct standard path coefficient in which the level of conflict affects ideologicalization. Although it appeared as 0.127, the indirect effect was high at 0.157.

This study tried to analyze the effect of the second-stage fiscal decentralization of the Moon Jae-in government, which was promoted mainly by raising the local consumption tax rate, on the general shared tax. As a result of the analysis, if the local consumption tax rate is increased, the local consumption tax is expected to increase. Based on the research results, It is necessary to consider ways to revise the system to be more faithful to the financial guarantee function and to perform the fiscal Equity function through a separate mechanism.

Numbers are often used as evidence in favor of or against a policy. The policy to increase the quota of medical schools has been pursued by the politicians for a long time, and on July 23, 2020, when the government announced the policy, it caused serious controversy and conflict. In the course of this controversy, numbers were used as evidence and symbols to support or oppose the policy. As an evidence for the policy under the cause of alleviating health care disparity and the shortage of doctors in essential medical services, the number of doctors per 1,000 people compared to OECD countries was presented. Opponents criticized the policy’s validity by presenting various numbers such as medical care accessibility, national health index, density of doctors, and rate of change in population and doctors. Numbers are a persuasive means of eliciting support for policies, but the selective use of numbers with specific intentions distort problems and lead to wrong policy decisions. Therefore, in order to properly understand the meaning of numbers as the basis for policy, it is necessary to understand the context in which numbers are used, the causal position of numbers, and their relationship with results.
